Dotty's red bandana is homage to the riot dogs (a phenomenon where street dogs and strays will join protestors and fight against the police/army) and one in particular Negro Matapacos, a black dog that fought against police brutality. A symbol of the protestors was a red bandana and Negro Matapacos was always seen with one on.
